Permanent Secretary
The activity of the Office of the Permanent Secretary of the Prime Ministry is developed on the basis of UNMIK Regulation No. 2001/19 on the Executive Branch of Provisional Institutions of Self-government in Kosovo (PISG). Permanent Secretary is directly accountable to the Prime Minister.
Permanent Secretary of the Office of the Prime Minister is responsible for:
- The overall administration and management of the Ministry or Executive Agency and ensuring that the functions entrusted to it are implemented;
- Providing the proper guidance and accurate, impartial and expert advice to the appropriate authority over him or her;
- Staffing and organizing the Ministry or Executive Agency and issuing decisions and administrative instructions on any matters pertaining to its functions;
- The effective and efficient management of resources provided to the Ministry or Executive Agency;
- Implementing non-discriminatory personnel policies within the Ministry or Executive Agency, including equitable gender representation, in all areas and levels and ensuring that the composition of the personnel reflects the multi-ethnic character of Kosovo; and
- Ensuring that recruitment of the staff for the Ministry or Executive Agency is based on professional qualification, competence and merit and is undertaken through fair and open competition.
- Permanent Secretary or a chief executive officer shall not take instructions from any government, organization, institution or person except those having authority over his or her Ministry or Executive Agency.
- The Permanent Secretary or the chief executive officer shall designate the financial authorizing officer for his or her Ministry or Executive Agency and shall ensure compliance with such decisions, administrative instructions and financial rules as may be issued in this regard by the Ministry of Finance and Economy, or other appropriate authorities.
OPM Permanent Secretary also assists in the administration of the European Integration Agency and Gender Equality Agency, as well as supervises directly the Government Coordination Secretariat, Office of Public Information, Office of Coordination of International Cooperation and Regional Dialogue, Office of Good Governance, Donor Coordination Centre, Office of Stability Pact, Office of Legal Support Services, Office of Management and Administration of Official Gazette, Office of Administration, Office of Public Safety, Procurement Office, Office of budget and Finances, Archives of Kosovo and OPM Archive Office.
Special positions that are directly accountable to the OPM Permanent Secretary are: Directors of Offices and the Director of Archives of Kosovo, its Executive Assistant, Administrative Assistant, Internal Audit and Certifying Officer.
